There has been an increase
in discussions recently about the concerns of Private
Industry and the Federal Government regarding "Continuation
of Operations" (CoOP) and related issues surrounding
Event Response and Disaster Recovery. Many of the issues
impacting those topics revolve around documentation
of the physical facility itself (i.e. the multi-level
detailed Facility Drawings, maintained in a Facilities
Database).
Recently, an East Coast State Police Department undertook
an initiative to verify the layout of Public Educational
facilities, document the drawings in digital format,
and archive them in a central dispatch repository. This
will enable them to electronically transmit a drawing
of a facility (via wireless technology) to State Police
units or Emergency Teams dispatched in response to an
event. It is apparent that this is an early adoption
of a concept that will grow exponentially within the
Federal, and State Governments.
Our experience, as well as information gathered in
discussion with various industry and government segments,
tells us that while government agencies, military facilities
and private sector enterprises have facility drawings,
there is question as to the accuracy of the information
reflected (due to undocumented construction, modification,
departmental re-alignments, etc.). In addition, a large
segment of the facility community still has "manual"
(hard copy) drawings that are not yet digitized, and
many that are digitized are done so in such a wide variety
of software applications as to make consolidation or
centralization of information difficult.
There is growing interest in use of CAD/CAFM/CIFM
technology to assist Federal Agencies and Extended Corporate
Enterprises in Facility Portfolio standardization. This
technology has obvious advantages for more efficient
management and utilization of space, but also provides
the client with a significant component in development
of process and routines associated with coordinated
response to events.
