ECS' suite of services are available to your command through The Defense Logistics Agency's PRIME VENDOR Contract for Maintenance Repair and Operations (MRO) Services in the Northeast Region.

MRO Services Program Vs Job Order Contracts

Job Order Contracts (JOCs) are typically awarded to one contractor and task orders are priced from a pricing book. MRO Services competes task orders among three or four companies who are under contract to DSCP. Bids received are competitive and the need for the customer to negotiate with the JOC contractor on items not included in the price book is eliminated.

This program is a contracting vehicle intended to facilitate the contracting process by drastically reducing the procurement lead-time. DSCP/DLA provides qualified contractors operating in a competitive environment and awards and administers all Task Orders. Anything that is considered to be a maintenance, repair or operations type service for your facilities and associated equipment can be considered under this program.

ECS is not an A&E firm. Our mission is focused on services associated with field verification of existing conditions ("as-builts), Computer Aided Drafting (CAD), Computer Assisted Facility Management (CAFM) development and implementation, BOMA/IFMA/REBNY square footage analysis and reporting, etc. This work is primarily categorized as the maintenance of graphical data and does not require us to carry professional licenses associated with A&E firms.

To take advantage of our availability through this contract:

  • Contact your DSCP representative. You will be asked to provide a statement of work, which can be commercial in nature, performance based, or as technical and detailed as is necessary.
  • Customers should intend to have the work performed by MRO Services contractors. They must provide a funding document and a point of contact who will be appointed and serve as the Contracting Officer’s Representative.
  • DSCP/DLA will issue a task order, bidding the work out to the Prime Vendors in the region. All are qualified to manage all types of commercially available construction. Their qualifications were evaluated through an extensive Best Value Source Selection solicitation process.
  • It should normally take 3 to 4 weeks to award the task order. More complex jobs may take longer while simpler jobs and urgent requirements can be done more quickly.
